Machines, impacts, forklifts, metal walls: in a workshop, sound reflects off every surface and adds to the direct noise of the workstations. It is this reflected part that can be eliminated.
You don't make a machine silent by treating the walls. You remove the reverberant field, meaning all the noise that isn't the machine you're working at.

The 85 dB threshold
In France, from 85 dB(A) over 8 hours, the employer must implement a noise reduction programme. Acoustic correction of the room is the first lever, before personal protection.
Understood without shouting
Safety instructions, alarms, communication between operators: in an overly reverberant room, intelligibility drops, and safety with it.
